We, Ethiopians living and working in Europe are raising a cry of alarm to the European Parliament, the European Commission and to all representatives of western countries!
Since 2018, the year a new self acclaimed 7th king, named Abiy AHMED came to power in Ethiopia, who has been carrying out a planned and implemented genocidal policy towards other
ethnic groups except his own (the Oromo) living in this country, more than one million people have already died, many of these crimes being committed in atrocious and barbaric ways.
Millions more are forcibly displaced from their homes. Thousands more languishing in prisons with no basic human rights. Thousands more are forced into exile by implementing
principles of Apartheid to divide and rule the people along ethnic lines.

A human tragedy is taking place with the total knowledge of Western countries and international bodies, not to mention sometimes with their support and complicity of Western nations.
As the Genocide in Rwanda did not teach you any lessons, why you remain outrageously passive without moving a finger ?

Why is the European Union financing the brutal Regime of Abiy Ahmed?

This silence and carelessness of all Western countries who claim to be defenders of the main charters of human rights seems incomprehensible to us is forcing us to question your sincerity.
In recent weeks, the bloodthirsty and genocidal government of Abiy Ahmed has been killing thousands of innocent people with drones and heavy weapons in the Amhara region
(in northern Ethiopia) without the international authorities condemning its actions as a “crime against humanity”.
“What is even worse of these attacks with planes, combat helicopters and drones are carried out against civilian populations under the order of the commander-in-chief of the army,
General Yilma Merdasa, this same person has been recently appointed as chairman of Ethiopian Airlines. This proves the contempt for all rules and norms of international civil aviation. »
How can Abiy Ahmed, as the architect of such untold genocide still not being charged at ICC ? Ethiopia is now sinking into an unprecedented civil war and genocidal acts that the modern
world has not known until now. To remain passive or inactive in the face of oppression makes you as guilty as the oppressor himself.

Therefore, we are also requesting the European Union to organize a meeting with the representatives of our Association from European countries

Dear Honorable Ambassador:

We are writing you on behalf of Ethiopian/American civic organizations that share your concern about the current situation in Ethiopia.

We thank you for your powerful speech in Addis Ababa, Ethiopia, on May 16, 2024, addressed to the people of Ethiopia and its government.  You accurately summarized the current situation when you said: “Regrettably, many people across Ethiopia, and across the globe, continue to face the same fear that Ethiopians did 87 years ago here.  Bandits, armed groups, and, at times, government security forces act with impunity in carrying out violations of the very same rights to life, dignity, and respect, reflecting a disregard for due process and the rule of law.”

The problems that must now be resolved in Ethiopia are straightforward:  a corrupt authoritarian government is standing by while the country descends into civil war and lawlessness.  Corruption is so rampant that the international community cut off life-saving food assistance for months and remains reluctant to meet the needs of desperate people.  Economic mismanagement is pushing the nation to the brink of famine, and the government is fomenting deadly conflicts among ethnic groups that have lived in harmony for centuries.

The United States and the global community must support fundamental human rights for the Amhara people, the rule of law, democracy and good governance.  The failure of the Biden administration to condemn crimes being committed on a daily basis by the autocratic regime of Abiy Ahmed encourages its continuing war on the Amhara people, creating needless suffering and the risk of violence that could destabilize the Horn of Africa.

We recommend that the United States undertake a three-part strategy focused on cessation of hostilities, sanctions, and constitutional reform.  This strategy has been described in a commentary, Atrocities in Ethiopia, by Mesfin Mekonen, Chairman of the Coalition of Ethiopian-American Civic Organizations, and Bart S. Fisher, Counsel for the Council of Ethiopian-American Civic Organizations.

First, the United States should play a significant role in promoting a settlement of this ever-escalating war against the Amhara by the government of Ethiopia.  At a minimum, the United States should promote collective efforts of local, regional, and global actors to bring about an immediate cessation of hostilities and attacks by the government of Ethiopia against its own people.  Lasting peace in Ethiopia requires an urgent and inclusive dialogue and reconciliation.

Second, the White House and State Department should condemn the abuses that the Abiy government is undertaking and condoning and take steps to ameliorate the situation.  Your policy speech in Addis Ababa on May 16, 2024, is a good first step in that direction.  However, such exhortations to do the right thing will remain as empty words without the imposition of targeted sanctions on the government officials who are responsible for abuses or who fail to protect the lives of innocent civilians.

Third, the U.S. government should promote the drafting of a new constitution, an essential precondition to lasting peace and prosperity.  Article 39 of the 1994 constitution of Ethiopia grants rights for any ethnic group to secede and form a nation.  Thus, groups such as the Tigrayansand the Amhara currently have the constitutional right to secede, which, of course, sparks a protracted civil war.  The ability of the central government to govern is undermined when every ethnic group has the right to secede.  The present constitution has exacerbated ethnic tensions and, if not revised, will lead to the disintegration of Ethiopia.  In recognition of this fact, the Coalition of Ethiopian-American Civic Organizations convened at the Ethiopia Constitutional Conference in Washington, D.C., in the Senate Russell Building Kennedy Caucus Room in November 2023.  We would like to work with you and your State Department colleagues on such efforts to promote constitutional reform in Ethiopia.

Again, thank you for the powerful and moving speech in Addis Ababa, Ethiopia, on May 16, 2024.  We are prepared to work with you to bring peace to the country that we love.

Some perceive this as an incentive for the future, others only as a thank you for what has already been achieved. It is no different with peace prizes. At the latest since the newly elected US President Barack Obama received the Nobel Peace Prize in 2009 and hopes for a new foreign policy were associated with it, it has become customary to award peace prizes to hopefuls.

It was the same with Ethiopian Prime Minister Abiy Ahmed Ali. Just one year after taking office, he not only received the Nobel Peace Prize in 2019, but also the Hessian Peace Prize from the Leibniz Institute Hessian Foundation for Peace and Conflict Research (PRIF). However, the incentive strategy also involves the risk that the award winner will not develop as hoped. In the case of Prime Minister Abiy Ahmed Ali, this is the case and it would therefore be logical to withdraw the Hessian Peace Prize from him.

While the West was firmly in the grip of the corona pandemic, an armed conflict broke out in northern Ethiopia, in the regional state of Tigray, at the beginning of November 2020. As a result, hundreds of thousands of people were displaced from the region. There are repeated reports of atrocities committed by Ethiopian government troops and their allies. Independent observers, NGOs and news agencies unanimously report targeted massacres against civilians and systematic mass rapes of women and girls.

There are few reliable reports of fatalities. Estimates so far assume more than 10,000 civilian deaths and many thousands of fallen soldiers on both sides. In terms of the number of victims, the conflict in Tigray is undoubtedly one of the bloodiest armed conflicts in recent years – worldwide. There is no end in sight to the conflict. Turkey recently sold armed drones to the Ethiopian government.

The peace prize winner Abiy Ahmed Ali is personally responsible for the escalation of the conflict. It’s not just his repulsive war rhetoric that’s fueling the conflict, there are also many individual measures taken against civilians. Humanitarian aid organizations, including UN organizations, have been denied access to the crisis area.

Ethiopians of certain regional origins have been detained in the capital, Addis Ababa, and even drivers working for the United Nations (UN) have been arrested. An entire ethnic group is currently being held hostage and humanitarian catastrophes are being created in order to be used as a means of warfare. It seems that Abiy Ahmed Ali wants to launch an ethnic campaign. Former British Foreign Secretary Jeremy Hunt even warned of genocide in the region.

The situation is serious, and that is why clear signals should be sent. On September 23, 2019, the Ethiopian Prime Minister Abiy Ahmed Ali received the Hessian Peace Prize for his commitment to the historic peace agreement with Eritrea. The prize is awarded to people who have made a contribution to international understanding and peace. From today’s perspective, however, we have to admit that the great expectations placed on the award winner were not fulfilled. On the contrary.

If the Hessian Peace Prize were withdrawn, it would not only be about the figure of the prizewinner. It would also be about the many outstanding personalities from the Dalai Lama to the former chief prosecutor of the International Criminal Court, Carla Del Ponte, to the Turkish peace activist Sebnem Korur Fincanci, who received the Hessian Peace Prize in the past and are now in a row with a bloody autocrat .

But it is also about our self-image and our self-esteem. Yes, the award ceremony was linked to hopes of strengthening peace, democracy and respect for human rights in the region. That was neither reprehensible nor unwise. But in view of the award winner’s bloody record, we cannot simply look the other way, but should have the insight to correct ourselves.

We owe that to our credibility, but above all to the many victims of this conflict. Abiy Ahmed Ali has not proven himself worthy of the Hessian Peace Prize. The withdrawal of this prize would be a clear statement and also a sign to future winners of the Hessian Peace Prize. A sign to all those who work for peace and human rights all over the world.

My name is Armand Zorn and I would like to represent you in the German Bundestag (Federal Parliament) . I am a typical Frankfurter. Like more than 50% of the people of Frankfurt, I was not born here. I was born in Cameroon. I attended school in Cameroon until the seventh grade, until in 2000 I moved to Halle (Saale) – without speaking the German language.
The fact that I am able to run for the German Bundestag at all makes me proud and humble at the same time. My stony path in life is a path that society has also paved for me.

I grew up in modest circumstances. In doing so, I was always told that you can make your dreams come true with diligence and hard work. With the support of my parents and society, I have managed to develop and realize my potential. Without the scholarships, the people who supported and inspired me and the many part-time jobs, this would not have been possible. I was able to do my Abitur and successfully study Politics & Administration, European Affairs, International Economics and Business Law in Halle (Saale), Paris, Chongqing (China), Konstanz and Bologna.

I have gained professional experience in the Federal Ministry of Finance, the German Bundestag, the French National Assembly and the Representation of the European Union in Hong Kong.

As part of my many years of work as a management consultant, I have supported companies in digital transformation and in dealing with risks as well as in compliance with legal regulations. Today I work as a project manager in development cooperation and accompany the introduction of a sustainable economy with the help of new technologies.

የኢንቨስትመንት ኮሚሽንን ለአንድ አመት ከመንፈቅ ሲመሩ በነበሩት አቶ አበበ አበባየሁ ምትክ የኢንዱስትሪ ፓርኮች ልማት ኮርፖሬሽንን ሲመሩ የነበሩት ሌሊሴ ኔሜ ተተኩ። ጠቅላይ ሚኒስትር አብይ አህመድ ሹመቱ ከነገ ሰኔ 16፤ 2012 ጀምሮ እንዲጸና መወሰናቸውን የ“ኢትዮጵያ ኢንሳይደር” ታማኝ ምንጮች ተናግረዋል።

አዲሷ ተሿሚ ሌሊሴ ከሚያዝያ 2010 ዓ.ም. ጀምሮ የኢንዱስትሪ ፓርኮች ልማት ኮርፖሬሽን ዋና ስራ አስፈፃሚ ሆነው ሲሰሩ ነበር፡፡ ከዚያ ቀደም ብሎ በኦሮሚያ ክልል የኢንዱስትሪ ልማት ኤጀንሲ ዋና ዳይሬክተር እንዲሁም የኦሮሚያ ኢንዱስትሪ ፓርኮች ልማት ምክትል ዋና ስራ አስፈጻሚ ሆነው ሰርተዋል።

የመጀመሪያ ዲግሪያቸውን ከጅማ ዩኒቨርሲቲ በሲቪል ምህንድስና ያገኙት ሌሊሴ በተማሩበት ከፍተኛ የትምህርት ተቋም መምህር ሆነው አገልግለዋል። በኦሮሚያ ክልል መንግስት ሹመት ከማግኘታቸው በፊት በጅማ ዩኒቨርሲቲ የቴክኖሎጂ ኢንስቲትዩት ውስጥ የሲቪል እና ኢንቫይሮመንት ምህድንስና የትምህርት ከፍል ረዳት መምህር ሆነው አስተምረዋል። ሌሊሴ ሁለተኛ ዲግሪያቸውን በቢዝነስ አሰተዳደር ያገኙት በአሜሪካ ከሚገኘው አሽላንድ ዩኒቨርስቲ ጋር በመተባበር ትምህርት ከሚሰጠው የሊድስታር የአስተዳደር እና አመራር ኮሌጅ ነው።


ተሰናባቹ ኮሚሽነር አቶ አበበ ወደ ኢንቨስትመንት ኮሚሽን ከመምጣታቸው ቀደም ብሎ የጠቅላይ ሚኒስትሩ ከፍተኛ የህግ አማካሪ ሆነው ሰርተዋል። ከዚያ ቀደም ብሎ በነበሩት ዓመታት በስተኋላ በኮሚሽነርነት በመሩት የኢንቨስትመንት ኮሚሽን ውስጥ ሲያገለግሉ ቆይተዋል። የኮሚሽኑ ምክትል ኮሚሽነር ሆነው በሰሩበት ወቅት የፖሊሲ ጥናት፣ የኢንቨስትመንት ማስተዋወቅ፣ የኢንቨስትመንት ከባቢ ለውጥ እንዲሁም የኮሚሽኑ የስራ መዋቅር ለውጥ ዘርፎችን መርተዋል።

አቶ አበበ ኮሚሽኑን ከመቀላቀላቸው በፊት በአለም ባንክ በአለማቀፉ የፋይናንስ ትብብር (አይ. ኤፍ. ሲ) በተለይም በኢትዮጵያ በመንግስት እና በግሉ ዘርፍ መካከል አጋርነትን ለማጠናከር ባለሙ መዋቅራዊ ስራዎች ላይ ተሳትፈዋል። በአጠቃላይ ለ15 ዓመታት በግሉ ዘርፍ ልማት ላይ አተኩረውም ሰርተዋል።

አበበ የመጀመሪያ ዲግሪያቸውን ከአዲስ አበባ ዩኒቨርሲቲ የህግ ትምህርት ቤት የወርቅ ሜዳሊያ ተሸላሚ በመሆን አጠናቅቀዋል። ቀጥሎም የሁለተኛ ዲግሪያቸውን ከደቡብ አፍሪካው ዌስተርን ኬፕ ዩኒቨርሲቲ በአለም አቀፍ ንግድ እና ኢንቨስትመንት ህግ አግኝተዋል። በተጨማሪም ከብሪታንያው ደንዲ ዩኒቨርሲቲ በኢነርጂ ህግ እና ፖሊሲ የማስተርስ ዲግሪያቸውን አጥንተዋል።

“ኢትዮጵያ ኢንሳይደር” ሹመቱን በተመለከተ አቶ አበበንም ሆነ ሌሊሴን ብታነጋግርም ሁለቱም በጉዳዩ ላይ አስተያየት ከመስጠት ተቆጥበዋል። ሹመቱን ያረጋገጡ ታማኝ ምንጮች እንደገለጹት ግን አቶ አበበ በመንግስት የስራ ኃላፊነት ከዚህ በኋላ አይቀጥሉም። (ኢትዮጵያ ኢንሳይደር)

Ethiopia and Egypt are historically intertwined. The two countries are connected by Nile bloodline. Conflicts and cooperation along the Nile river go back as far as the time of the pharos. The word Nile is probably derived from sematic root “nahal” meaning river valley, which later took the forms “Neilos” in Greek and “Nilus” in Latin. The Nile River is the longest in Africa and the world at large. The river is 6,825km long and has a drainage area of 3.1million extending from south of the Equator to the Mediterranean Sea. The Basin includes territories of about 11 countries; Burundi, Rwanda, Egypt, Ethiopia, Eritrea, Kenya, Tanzania, Sudan, Congo, Uganda and South Sudan. The Nile Basin is shared by 280 million people across these countries. The basin is one of the largest in the world. Despite this, many countries in the region face a water deficit, economic development needs have placed additional strains on the water resources.

According to historians, the rulers of Egypt, long ago, used to send gifts to the rulers of Ethiopia to ensure an uninterrupted flow of the Nile river. The offering of such expensive gifts started long ago around the 11th century. This was partly based on the assumption that Ethiopians were capable of interrupting or diverting the flow of the Blue Nile. Richard Pankhurst described the situation that there was little evidence that the Ethiopians ever made plan for the diversion of the Nile, let alone that they would execute them. One may even doubt, whether changing the course of the Nile, however, much desired or feared overlay with the technological possibilities of the time.

Although Egypt and Ethiopia have no common borders, the two countries are linked by the Nile river and share common history and have been mutually interdependent. Ethiopia is the main source of the Nile water on which Egypt is dependent. Egypt has historically been the source of Patriarchs that remained key to the religious legitimacy for Ethiopian political establishment. (Pankhurst)

Development of Hydro-Politics

Egypt’s long-term stride to dominate the Nile water resources has been inherited from the colonial past. It has to come out from rhetoric of the past to capture the current realities. That is, it has to accept a move towards establishing agreements on equitable utilization of the Nile water.

If you see developments of hydro-politics in the region, following the fall of the Turkish rule in the Sudan in 1885, the Basin became a theatre for European intervention and domination that continued up to the middle of the last century.

After the Berlin conference of 1885, there was a formal division into zones of colonial influence. Most of the Basin- Egypt, Sudan and East African Nile Basin countries fell under the influence of Great Britain. At the turn of the century, Great Britain concluded three agreements that applied only to the upper riparian states.

They prohibited the undertaking of any construction without the British consent on the tributaries of the Nile. This included the 1891 agreement with Italy, the 1902 agreement with Ethiopia and the 1906 agreement with the Congo Free Sate. Furthermore, subsequent to the 1902 agreement, a second formal treaty connected with the Nile waters in the so-called Tripartite agreement between Great Britain, France, and Italy was signed in London on December 13, 1906, without consulting Ethiopia. This was strongly rejected by Emperor Menilik as a sinister design against the sovereign state of Ethiopia.

The Aswan Dam, completed in 1902, marked the beginning of expansion of modern irrigation in Egypt. The main goal of the British policy was to expand cotton production for textile industries in Britain. Following the reconquest of the Sudan in 1899, further plans were made for the expansion of irrigation, mainly for cotton production, both in the Sudan and Egypt. In order to secure for over-year, storage of equatorial lakes and Lake Tana for flood control in the Sudan and timely water security for Egypt needed the 1929 new water agreement which was concluded only between Egypt and Great Britain. In this agreement, Egypt recognized Sudan’s right to water adequate enough for its own development so long as Egypt’s “natural and historic rights” were protected. Ethiopia did not recognize the validity of this agreement, nor did it ever accept Egypt’s claim to acquired or historic rights.

Up until the time Egypt and Sudan re-resolved the Nile question in1959, the Sudan had established rights to only 4BCM, compared to Egypt’s 48BCM, while 32BCM of the flood water found its way to the sea. The two countries allocated 55.5 and 18.5 BCM respectively according to the 1959 agreement signed only by the two countries.

Egypt’s concern over the Sudan centered on the fact that her very existence depended on the water of the Nile, whose source was believed to be the Sudan. No Egyptian government could entertain a hostile foreign power controlling the Nile from Khartoum. For instance, the railway from Khartoum to Port Said gave the Sudan outlet in 1906, for the trade independent of Egypt, the opening gate was described by the Cairo press as “the day of Egypt’s funeral”.

The international community and the upper stream states are being told that Egypt is making use of all available water and will do the same with any potential water. Egyptian policy proposes a 25% increase in Egypt’s irrigated area. The pace at which utilization of the Nile resources are being significantly slowed during the past decades in the Sudan because of political and economic unrest. The intent of the Sudan to use the full “entitlement” and it watches carefully the ways which Egypt utilizes its water, especially the transfer of water to poor lands in the Sinai vs. the talks in Egypt for exporting Nile water across Sinai in 1979.

Sudan has remained a backyard of Egypt for numerous historical reasons. That is, associations established a “semi-colonial” relationship since British Colonialism since the late 19th century. Thus, Egypt’s upper-hand and political leverage to put all pressures on Sudan allowed Cairo to obtain much more than is warranted by the agreements.

Despite the fact that Ethiopia contributes the highest proportion of water; 86% to the Nile (which is almost the River’s water flow) the relationship of Egypt and Ethiopia has always been full of suspicion and uncertainties.

It is unrealistic to imagine a large configuration of Ethiopia and Egypt in the current political debacle. Even if we recall developments in contemporary history, Egypt has been attacking Ethiopia on several occasions.

For instance, the Egyptian expeditionary army under Khedive Ismael, invaded Ethiopia to occupy the Blue Nile Basin and was defeated by Emperor Yohannes IV, at the battles of Gundet and Gura in 1876 and 1877, respectively.

Egypt has been a safe haven for any anti-Ethiopian forces or dissidents during any regime of Ethiopia. ELF was formed in Cairo in 1962. The Somali irredentist movements were provided with all-round support from Cairo. The Cairo broadcasting network had Amharic program served as a tool to disseminate hostile propaganda campaign against Ethiopia. Egypt has always been taking opposite stance to Ethiopian positions on many regional and sub-regional issues.

These are some of many instances that Egypt has been pursuing hostile policies towards Ethiopian strive for development. Egypt threatened to use the military whenever it felt Ethiopia was engaged in water projects that might reduce the amount of water in the Blue Nile. For example, according to some observers there had been eight instances where threats of war and conflict-enticing statements were issued by Egyptian leaders and politicians between the end of 1970s and the year 2000.

Geo-Political Dynamics

Ethiopia and Egypt have been at odds over the construction of the Grand Ethiopian Renaissance Dam (GERD), believed to be the largest hydro-electric dam in Africa. The dam is located on Ethiopia’s flank of the Blue Nile, just 12 miles from its border to the Sudan. It is believed that, “this USD 5 billion self-financed project, located on an ideal geographic location, will generate 6,000 MW or 15,860 GWH capital/year- that is twice the energy generated from the High Aswan Dam (HAD)”.

It is a fact that for Ethiopia to sustain its growth, it needs to meet an annual 32% growth in energy demand. Ethiopia doesn’t have other economically and technically feasible source of energy such as gas or oil for its energy requirements.

Ethiopia has an acute shortage of electricity with 65% of the population not connected to the grid. When completed, the Renaissance Dam is expected to benefit neighboring countries, including Sudan, South Sudan, Kenya, Djibouti and Eritrea from the Power generated. In fact, there’s an added advantage for the Sudan in that the flow of the river would be regulated by the Dam, which means that it would be the same all year-round in the country consistently which has been suffering from serious floods in August and September.

Endowed with enormous hydro-power potential, Ethiopia cannot afford to ignore its development endeavors. Egypt’s long-term strategy to intervene in a manner of stopping Ethiopia from taping into its hydro-power potential is tantamount to ill-will towards longsuffering people and evil desire to keep Ethiopians in abject poverty. Although Ethiopia is aptly described as the water tower of eastern Africa, it receives no water from another state, but gives away water to all neighbors. That is, Ethiopia gives away more water down its Nile tributaries than it retains, from the annual rainfall in its soil profiles. The Ethiopian highlands are the main source of water to Egypt, Sudan and Somalia through the Blue Nile, Atbara and Sobat Rivers of the Nile system and the Wabi-Shebele of the Juba Systems.

However, the development of upstream water has always been a source of grave anxiety to Egypt. Egypt has always turned a deaf ear to Ethiopia’s intentions to develop its Nile water tributaries. It regards the 1959 Nile waters agreement as defining its minimal entitlement. The Grand Ethiopian Renaissance Dam in no way causes significant harm to the downstream countries.

In 2015, Ethiopia, Sudan and Egypt agreed on a Declaration of Principle (DOP) that stipulated an equitable and reasonable “utilization of the Nile that will cause no significant harm” to other riparian countries. Numerous three-way talks between Egypt, Sudan and Ethiopia over operating the dam and filling its reservoir have been made for the implementation of the agreement.

According to the statements of Ministry of Foreign Affairs and the Ministry of Water, Irrigation and Energy of Ethiopia, “Ethiopia, as the owner the GERD, will commence first filling of the GERD in parallel with the construction of the dam in accordance with the principles of equitable and reasonable utilization and the causing of no significant harm as provided under the agreement of Declaration of Principles (DoP) signed in Khartoum in 2015.

Breaking the Deadlock

Ethiopia and Egypt have been at logger-heads over the construction of the GERD. The deadlock has been increasingly bitter in recent months with Egypt saying it would use “any available means” to defend its interests.
